I've learned to ignore it on the 2 1/2 hour train ride. Amtrak has rules for folks to be quiet, etc, and most people abide by them. They can police their own riders. I think the airlines can too. Government doesn't need to get involved.
If planes start allowing phone calls around me, I will fight back with loud music. My headphones are loud enough to annoy the hell out of anyone trying to make a phone call.
Problem with that, flight attendant? Make everyone in a 10 seat radius SHUT OFF THEIR DAMN PHONES, and I will lower the volume.
