Pentium 4 HT 3GHz 800Mhz Bus Socket 478 CPU Cooler

I am looking to find a CPU Fan (Cooler) for a socket 478 Pentium 4 HT 3Ghz 800FSB CPU in a old junker that was dropped off.. compared to another exactly like it doesn't perform as well, and the newer one has a faster CPU by 200 MHz..

Example: 720P video playback works on the older one, the newer one it doesn't, or well it works but is choppy...

I get lots of these in errors in dmesg:

[ 4856.662370] CPU1: Core temperature/speed normal

[ 5219.401354] CPU1: Core temperature above threshold, cpu clock throttled (total events = 37790)
[ 5219.401375] CPU0: Core temperature above threshold, cpu clock throttled (total events = 37806)
[ 5219.406359] CPU1: Core temperature/speed normal
[ 5219.406366] CPU0: Core temperature/speed normal
 

I've looked at various onesw which say good to 2.8Ghz, ALL speeds, etc.. like:

I removed the current fan, cleaned it and the CPU, new thermal grease, and reseated, no change...

Any suggestions? Willing to look at something that can be adapted to S478 as well, but complete and full details will need to be available on any retrofit type units. I am not Mr. Dremmel. :p

I believe I have a Thermalright XP90 and Panaflo 90mm sitting around collecting dust.

It's yours for free, you just pay the standard USPS flat rate, $15 or something I think.
