T3 timeout and ubee cable modem reboot

I keep having T3 timeouts and my Ubee cable modem keeps rebooting. I have had time warner out once to look at it and it keeps doing it. My downstream power levels are 4.5 to 5.5 on the 4 downstream channels and 35 on upstream. The technician placed a 3 way splitter with 5db lose behind the modem cause they said the levels were too high. Now I get between -.5 and -1.5 on downstream and 40 to 42 downstream. It keeps rebooting. I have tried to take off the splitter and I got the numbers listed above and it would not stay on.

Based on this info do you all believe there is still an infrastructure or cable like issue or is this a modem issue? Should I request they provide a motorolla or buy my own zoom modem to fix this?

Cause at another location I get 0 to 1 down power level and 43 downstream and it has a motorolla modem and it seems to stay online. It only reboots when a maintenance request signal is sent.
