The browser is not at risk of alteration - 'tis just the supporting DNS that is at risk.
This is no different than the DNS hijinks used by captive portals (hotels/etc) and the ISPs that redirect typos to their own web |

If it's like the hotel systems, you don't get access to anything until you do whatever they ask (enter room number, credit card, name, phone, whatever...) VPN doesn't work and the only thing you can access is the hotel's web site for informational purposes. |

so the first time a naive pirate gets this they pay $20 & get their access restored.
then they add a VPN (software or hardware)
from then on all the ISP sees is all their traffic going through a foreign server.
so they're never bothered again. |
