Time Warner Cable - Legacy → TWC Maxx users - is the service more reliable as initially promised?

As the title states, when TWC first announced maxx, they promised "rock solid reliability". For those who have had the service for some time now, how is it?

I am in NYC still waiting for the upgrade, but 2 outages per month has become the norm, which is of course unacceptable

Los Angeles area here. I've been in the townhouse over 13 yrs and have had a stable connection all the time. There was the time when a tech accidentally cut a fiber line during repair, and the windstorm that put power out for 4 days, but otherwise very few service interruptions. I'd even say less as time goes on possibly needing a modem reboot on average 3 times a year or an overnight outage for maintenance. If it's my equipment, theirs, not too many p2p sites, or the sunspot cycle - I wouldn't venture to guess.
