RCN signal help

my internet has been acting up recently, one minuet my ping is 8-11ms to google.com. ping -t google.com. the next i'm in the 200-800ms range and that last for a good 10-15 minuets. i had 2 service calls to my house the first day they came didn't fix anything and left the router/wifi unhooked so i hooked a Ethernet cord directly to modem and use it on one pc that night. they came back the following day and replaced my router with a E2500. the modem i have is a Arris TM402g/110 i took a few screenshot of the modem status page to see if anyone can interrupted the signals for me or give me a better idea of whats going on i have no clue what they mean.

Upstream power is very high. Too high for comfort. That's a good place to start. Usually that's related to wiring (particularly connectors) or splitters, but it could arise for other reasons. Regardless, it's high enough that RCN ought to correct it. It will require a tech visit.
