[Cable] Weird Modem stats plus

Since my move in June 2014 have had modem signal issues with signals being too high
15-18 db only on 6 of 8 bonded DS channels. Channels 1 & 2 were 7-8 db. First tech only had 3.0 db attenuators so we used multiple ones to bring down levels.

Recently started having lags, and hangs while using the web. Did so tests with MTR all normal no packet loss shown. Checked DNS all good there. Did speed tests all good.

Called Teksavvy and opened ticket with Rogers.

Tech shows up at appointed time, has a 7db attenuator with him, changes all cables, connectors, in apartment and at the distribution panel. Signal levels drop on all channels
but difference between channels 1 & 2, and 3 to 8 remains at approximately 7db (see modem stats below)

Tech has never seen such a thing, calls his supervisor who suggests testing at panel.
So we bring modem and laptop to panel and test with same results only higher signal levels. Another call to supervisor who suggests to tech to pass on info to Rogers maintenance dept. Rep does so.

After tech leaves notice that now my modem a dcm-475 has a slow flashing DS light
as opposed to a solid light.

I update my ticket with Teksavvy with all info including modem signals and the now blinking light.

Teksavvy updates my ticket informing me that Rogers now states that my modem signals are now within spec.

I update my ticket reminding Teksavvy of the signal issues and the blinking DS light to pass on and request that the ticket remain open as the issue is not resolved.

Any ideas on these stats anyone?
