[CATV] How many Standard Definition sources are there still out there?

Who records and broadcasts in SD today? And I don't mean just placing a SD feed on a sub-channel. So who is left in SD as their only way of broadcasting?

PEG channels.

I run a Educational Access channel where all of our equipment is still SD only. I know the IT guy on the town side is also SD only for the Government Access channel.

I've honestly never asked Charter if we could broadcast in HD, mainly because I don't even have the budget for decent SD gear, let alone HD gear. I broadcast Board of Education meetings using a Panasonic camcorder from 1993 and a component AV A/B switch instead of a proper video switcher to toggle between video sources.

I understand the funding issue a little. Our PEG does have HD equipment however if they wanted to go HD on the system Charter would force them to buy the HD modulator.
