[Windows] looking for free video editing software

I am looking for something that is decent enough that I can slow the 60FPS video down from a GoPro to something more manageable like 30FPS so that people don't get a headache.

Please let me know if there is anything that you recommend.

VirtualDub, perhaps? Cntrl-R for framerate control.

Does this do what you want?

VirtualDub doesn't support Windows 8.1 and MP4 file format which is what the GoPro uses. Also the applications which is no longer on SourceForge was last updated in 2010.

What is the actual problem you are trying to correct?

Computer monitors and TVs are "x" resolution @ 60hz. So there should be no playback issues with a 60hz source.
