Dramatic drop in speed during evening hours

I'm currently provisioned for DSL service at 10/1. Like clockwork, from about 5 pm until about Midnight, without fail, my speed drops from my normal 9.5 Mbps to less than 3 Mbps, and sometimes as low as 1 Mbps. Then around Midnight, it returns to my normal 9.5 Mbps. I can almost set my watch by it. My modem stats never change during the evening hours, and I've ruled out any issues on my end. I've tested over ethernet to rule out issues with wireless and am seeing the same results.

I've patched into my NID to rule out any inside wiring issues, and am getting the same results there as well. Calls to tech support have been a waste of time. Apparently they see nothing wrong with getting less than a third of my speed during peak hours. My father who resides in the same town as I, just a mile away is seeing the same issues. His speeds drop dramatically in the evening. He's out of the same Central Office as myself. Is anyone else seeing these patterns with their DSL service in the evening?
