Neighbors have U-verse, however, my address can't get it.

Any reason for this? They're 20-30 feet across the street and have U-verse and other FIOS internet available at there home. While I'm stuck with one option (Suddenlink). Which has shit upload, and a low bandwidth cap.

I think the key is their across the street...
Wiring length, and where service is coming from.
Do they have internet and TV service available at their address, if so VRAD service with about 5500 feet wiring limitation.
If not service is provided from CO or IRAD, this is adsl2+ offers lower internet speeds than VDSL but more than twice the distance but still limited.

If your address is service from a different CO or IRAD (there are boundaries) you are just too far, or Uverse is not offered at all. For the 25% of ATT footprint that cannot receive a hard line solution there is...

Another possibility is that the VRAD for your area is at capacity and there are no ports available to provide service for you. If this is the case then if somebody drops the service you may be able to get it. If you just checked online or have you actually called and talked to a representative?
