Good writeup, and a very interesting story!

That is impressive that the entire state mandated that if phone is available, DSL should be too.
My parents would have been so lucky, but were stuck with dial-up as their only (wired) option for a few years. Got them an air card, but caps on that, and speeds were always "fun" to deal with.

It's sad that, in today's day and age, there are still vast amounts of people who are in situations where any form of decent internet is "just out of reach."

In my area, there are two regional providers who cover areas outside of town. They've both made very impressive efforts to do either fiber, or at least DSL to every customer (even 6Mbps service - miles down country roads...), while AT&T sits around and does nothing to serve their "fringe" customers. My neighborhood, however, just got uVerse about a year ago. At least it's a "choice" between them and Cox for internet that is somewhat usable.
