Also depends on the union. I work in a union shop at the moment and have never had an issue with stepping into a job. Of course they know me and most of the time I'm doing troubleshooting that is helping them. Our union rules are that I can do this if a member stands beside me, but if I'm there for any length of time the person usually wanders off and does something else.
Now, I have worked in union shops where I wouldn't have been allowed to throw parts on a cart and move them myself. No matter the reason (testing, analysis, etc.) I had to call for a material handler no matter what. Pretty much no exceptions. So it really does depend.
