Hard to tell without more information.
1. Check to see who the CLEC is for your number.

http://www.alcazarnetworks.com/data_services_lnp_lrn.php Make sure to check the 'Extended' box, and leave the ANI blank.
If the number is truly ported to ring.to, LEC should show BANDWIDTH.COM
2. Assuming that the number truly is ported to Bandwidth, ring.to can't help with the routing problem, rather only the carriers that are misrouting the calls can.
Is it only when other VoIP.ms customers call? Or does it impact other carriers too?

IDK. It might actually fix the problem,
IF the routing issue is caused by voip.ms thinking it still services the number, and therefore routing calls from its own customers internally.
