Your signals is not recomended. All tech even said +10- -10 is good but over -11 is not recomended.

Signal levels for the downstream are indeed borderline low for stable operation (DOCSIS limits are absolute limits, NOT recommended levels for normal operation). -10 to +10 are "acceptable" DS limits, and your upstream should never exceed 50, especially on ARRIS / MOTOROLA modems. Also, your DS Signal to Noise level is too low as well - those numbers should be a minimum of 36 - 37 or better for a good clean signal. Possibly your upstream Signal to Noise levels are below spec as well, which can REALLY cause issues. I'd call for a tech visit to get your signals up to spec - that should fix the speed issues.

That is for all modems. His downstream is -10.3 barely failing.

Wired or wireless?

It does not appear that the cable network is the problem even though the snr is somewhat marginal because there are no errors neither corrected nor uncorrectable.

As maxbrando See Profile already asked: are you testing from a Ethernet connection or a WiFi connection?

If you are using a WiFi connection, a new nearby WiFi network might be interfering with your own WiFi connection.

Even if you are connected via Ethernet for the speed test, a bad Ethernet cable might be causing a 10mbps Ethernet connection to be negotiated. Or a firmware upgrade in your modem or router might be causing a compatibility problem that has limited an Ethernet port to 10mbps. I know that the speed test shows more than a 10mbps downstream speed, but I don't trust the accuracy of that speed test -- I have had that same test show >300mbps peak downstream speeds while using a PC or router with only a 10/100 Ethernet capability.

The prior test was wireless, connected the system via Ethernet (100Mbs) and the results are closer to 8Mbs DS: (US is good)

Several months ago Comcast had levels issues where the modem was closer to -15 dbmV and had correctable / uncorrectable errors and was getting 28/6Mbs! Going to try resetting the router and CM to see if that makes any difference.
