I am doubtful this will occur. The state GM has walked out of meetings where this increase was being discussed when it came his turn to comment.

Only where ISPs accept Connect America Funds.

I don't think the FCC can force FTR to do anything. They are, however, dangling a carrot:

While not up to date with this latest order, it shows what kind of money they are making available. Put in your town/city and state and zoom in. I found it kind of interesting.

I'm not very hopeful.

I live in a rural town and Frontier's service has degraded heavily since DSL was first made available in 2010 after the Verizon transition. It started out as a solid 3Mb service, however in 2014 it has been dropping to sub 1Mb speeds with frequent drop outs and packet loss.

Congestion has been an issue here since a few months after service was introduced. I am worried that Frontier may continue letting the area suffer from poor service.
