CIK Tel Cable Internet broken in Ottawa

So I've not really had any major problems with them so far, but for the past couple of days my service with them has been beyond terrible, it seems I cannot access 1/3 of the websites I try. Considering they're basically a Rogers reseller has anyone else been experiencing similar problems?
I tried setting my DNS to Google or OpenDNS and that did nothing.
Tracerouting a website that I know is up but can't access results in the following:

It would seem to me like the OVH network is screwing me over somehow.

If I connect via a VPN or proxy I can access those sites fine. What is going on here?

I had similar problems on Vmedia (uses CIK) as recently as today, but it seems fixed as of now.

Yea it seems to have gotten fixed at around 10:00PM as I was messing around trying to get a VPN working. Weird, my speeds at the moment are like 5/8 from ~120/10. This is really making me intrested in trying the rogers 250/20.

Also getting really slow speeds, which is unusual around this time. I wonder if they screwed up the upgrade they were suppose to do yesterday according to the following post:

I wonder if their new throttling mechanism is broken and is slowing down everyone. I am definitely not one of their heaviest users.

Seems back to normalish at the moment. My downloading hasn't been that exhaustive, uploading however...

for what it's worth, i didn't have any issues with my OVH servers all day on Start through TorIX peer. i've had a few ssh sessions open for a few weeks.

Wow....2TB upload per month?!

My guess? You are getting caught up in their script to automatically detect and throttle their 5% heavy users. Because they look at everything and probably don't exclude upload but probably should (i.e throttling based on total daily usage instead of that minus upload amount).

Opps...Yah, those numbers per monthly totals I meant....Corrected

Still a ton of bandwidth though...And even if it almost costs them nothing (get it thrown in with the download bandwidth), just like Rocca@Start said, if upload starting to increase in usage drastically then maybe everyone would have to re-evaluate their models to compensate. Right now, there is such a difference in the amount of people download vs what they upload, that the upload is negligible in cost so they say "free". I wonder if Ciktel felt this way when they recently evaluated their own heavy users and decided uploaders where also causing problems and should be filtered?

Should they only be filtered upload wise then? Who knows We'll never probably found it either because Ciktel doesn't have competent English-language based tech support. I almost get the feeling they are a 100% foreign owned company (that started in China) that just recently expanded into Canada...That is the vibe I get from them but I know it ultimately isn't like that because of CRTC foreign ownership laws.
