The bids should be totally public information.
The spectrum is property of the tax payers as such we should all be able to see what its being sold for at any point in the process. Silent Auctions are for charity events not major sales.

Silent auctions serve to drive up the bid, which is what the lessor (i.e. the tax payers) wants
