Edit: I just speedtested on the Delton, MI server(I am close enough to have it count, with only 32ms of latency), and it choked on my 100mbps connection. It started in the mid 70s, dropped down to .5mbps for about 5 seconds, and then jumped back up to mid 80s for a bit, and then tanked again, and kept repeating this until the test was done. The upload was fine. Seems like the server needs to get more bandwidth or is getting hammered. I tested all the servers that OP speed tested on several times, and the Climax, MI server seemed to perform the best as of right now. Allendale choked, and Delton choked harder on a second test. As I said originally, the best measure of your download speed is to download a large file and see how fast it comes in.
Yeah, but the reason I went to the speed test sites was to confirm there was a problem when I was getting mint ISO, when the time it listed was showing days to complete.
Then I tried debian ISO, same issue.
Then tried ubuntu, same issue.
Finally did the speed tests, and that is what I got.

speedtest.charter.com/ for verification, and it is using the same head-end as we are connected to (Allendale).
From looking at my old results, I should be getting something close to this:
Download Speed: 59.17 Mbps (7.39 MB/sec transfer rate)
Upload Speed: 4.25 Mbps (0.53 MB/sec transfer rate)
Latency: 36 ms
