[Speed] Internet DL speed at 2 Mbps when plan is 50 Mbps

Hello all, first post here. My internet speed is blast 50/10 Mbps and I was recieving that over the course of two years until some time last night when the internet became unresponsive then came alive with a max speed of 2 Mbps. I have a Moterrola SB6141 and Asus rt-n66u Dark Knight. I live in St. Paul Minnesota. I have turned both the modem and router off for a one minute power cycle, with no change in internet speed twice. When I tried to connect two different laptops to the modem by wire they both said that internet access was limited and had no internet access. My upload speed has been a solid 10 Mbps and is fully functional. I have done multiple speed tests over the course of 12 hours that all had the same speed of 2/10 Mbps and when I performed pingtest I had no lost packets. I have called comcast phone support and we went through the power cycling and connecting laptop directly and they decided to send a tech out to my house tomorrow.

I also have a xfinitywifi hotspot that I can connect to, I assume a neighbor rents out because I provide all my own equipment. Previously I was able to get around 15/5 when connected to the hotspot and now the speed is .73/2.29 Mbps.

Hopefully the tech will find the cause of your issue, but my best guess, given the number of "T3 Time-outs" in your log file and that your upstream power levels are below the +35dBmV specified minimum, is that the problem may be due to a low upstream SNR (uSNR).

Explanation: The cable modem has sent 16 Ranging Request (RNG-REQ) messages without receiving a Ranging Response (RNG-RSP) message in reply from the CMTS. The cable modem is therefore resetting its cable interface and restarting the registration process. This typically is caused by noise on the upstream that causes the loss of MAC-layer messages. Noise could also lower the signal-to-noise ratio (SNR) on the upstream to a point where the cable modem's power level is insufficient to transmit any messages. If the cable modem cannot raise its upstream transmit power level to a level that allows successful communication within the maximum timeout period, it resets its cable interface and restarts the registration process. This error message is DOCSIS event message is R03.0, Ranging Request.
 
Make sure that the tech checks for that (aka "high ingress level").

Not just you, I'm seeing the same. Tech came out this morning and checked, confirmed there was no signal issue, and checked upstream. Apparently it's something related to the outages recently, but they don't provide the ground people any more network-level information than we get, apparently.

If you have a standard residential Internet account, that symptom is normal unless you power cycle the modem each time you change the connected CPE device. If you want to do that test again, power cycle the modem after the laptop is connected.

Never did understand the reasoning behind that. I'd figure the previously-connected device sending a DHCPRELEASE before requesting a new lease would be sufficient.

As-is it's easy enough to just yank the cable, since the DOCSIS renegotiation is quick enough on my modem and I do it infrequently, but if I ever got around to setting up a always-on test gateway it'd be nice to have multiple swithched WAN gatetways before the modem and just release/renew to toggle between them. That said, the percentage of home users that would have that much lab setup is probably rather low.

Probably would make sense for me to just switch to business internet, since the cost for 50/10 is basically the same as what I currently pay for internet now that I've cut the cord and don't have whatever bundle promotional pricing gets thrown at residential customers. On the other hand, I've never had issues with residential not getting its rated speeds and I imagine the actual network is the same if I'm not getting a dedicated ethernet line, which is likely impossible as I rent my residence and would probably cost far more to run lines even if I did own the premises.

Maybe USI or CenturyLink will finally expand into Saint Paul with FTTH beyond the tiny bit of Como that CenturyLink currently does and the tiny blocks in Uptown that USI has service to now that the FCC flipped ISPs the title II bird--hell, maybe we'll even get municipal lines with that. One can only dream.
