The packet loss is only on the hops and not the destination, you are fine. Routers can choose to ignore your ping request and is normal.

Suddenlink will only troubleshoot the packet loss inside their network, so the hop in Tyler will be their only responsibility.

Not in the normal forward path trace route. Show me my modem:

That trace is clean since the destination shows 0 packet-loss and no abnormal latency. As mentioned above, routers can choose to drop or delay trace-route and ping packets to them but they'll still send all packets through them just fine.

Also, that hop 1 is the CMTS, not the modem since most modems are simply "bridges" between the RF plant and the ethernet port.

Also, also, modems will only reply to user pings and traces to the internet when they're a combo modem that is a router and modem all in one device. Technically the modem side still isnt replying to the ICMP, the router side of the combo is. The exception to this is the ISP's management IP of the modem which they /should/ only be able to access.

Edit:
@lcornejo - that's the inside management interface IP and will not show up in a traceroute through the modem.
