Method of repair for stucco over concrete blocks

My son has a house (Lake Oconne, GA) with a basement - the basement is at the lake end (see pic) and is on a downward slope (toward the lake). It seems as tho concrete blocks were laid down from the sloping ground level. Then it looks as tho stucco (or concrete) was applied from ground level and up (you can see the tiered blocks at the house away from the lake end).

You can see on the high end of the ground where there is some damage to the stucco - cracks and even a couple of holes. Should the stucco be chipped off if it sounds hollow when tapped? What is the recommended procedure for repairing the holes - just pack them with stucco and then finish with troweling over the patched hole as well as the flaked off stucco?

Missing wire mesh. Never seen stucco done this way.

I think that's more of a parge coat than stucco: »en.wikipedia.org/wiki/Parge_coat
