Don't you keep your phone locked? I'm surprised the iPad version has it and the iPhone doesn't.
A lot of the comments there argue about what he's saying. I'm not a developer by any means, nor am I super experienced in how Outlook works under the hood so I can't speak either way on that topic.
And yes, all users have their Android or iPhone locked. It's a forced feature from our MDM.
As of now our users are using an app called TouchDown both for android and iOS. And I gotta say, when it works it's great. But once it starts screwing up, it's a nightmare to get working again. When it goes bad it doesn't want to enroll, and will freeze. It's just so counterproductive to work with, and sometimes take too much time to try and set up, that I end up putting a shortcut to the webmail on their phone. But that doesn't give push notifications so they will of course miss some emails. And that's not satisfactory since some emails may be time sensitive.
If it wasn't a need to be HIPAA compliant, we wouldn't care what email app was used.
