This is indeed an interesting story. But it has been spun as a problem caused by the lack of competition. This has nothing to do with competition. No amount of competition is going to make Centurylink or Comcast want to expand service to a customer they deem too expensive to serve. Nor is a competitor going to want to come into this area and serve him. They would never repay the expenses.
