Is Good Friday considered a federal holiday

I'm wondering if Good Friday is considered a federal holiday as it falls on the April 3rd which happens to be payday for the elderly and disabled. If it's considered a federal holiday then the payday is a day earlier.

The schools are out on Good Friday.

Not here. They are in school in PA.

Looks like it is a State holiday in 13 states. Doesn't say which though. I may be wrong about PA. I will have to check if PA is in those 13 states.

Pennsylvania Legal Holidays

While Pennsylvania law largely mirrors federal law, it allows for some "optional" legal holidays that may be observed, including (but not limited to):

Lincoln's Birthday (February 12)
Good Friday
Flag Day (June 14)
Election Day (first Tuesday after first Monday in November)

It is a Catholic HOLYday. It has never been a HOLIday, though some employers observed it as one. Never by any government entity that I can recall, though.

When I went to Catholic School many, many years ago, the sacred time of day was 12:00 PM to 3:00 PM. No talking, only praying. It is much more relaxed now.

The state of Iowa made this a holiday 12-15 years ago, but in order to pay for it all the Regents employees, basically the 3 state universities, had 8 hours of vacation time taken away from them, which basically made it a forced day of vacation.

And I went to school in Iowa (graduated high school in 2002) and MLK day was business as usual. We were in school that day.

So the State of Iowa had to have made it a day off after 2002.

I never had a job that observed it until my current company decided several years ago that they would take away our floating holidays and give us the day after Thanksgiving, Christmas Eve, and Good Friday off instead. Whatever, I'm easy. And it's nice not to have to worry about Black Friday and XMas Eve.
