Roaming charges are a jackpot for carriers

Unless Google steps in on a very massive scale- which they do not want to- I do not see this having much impact. Roaming charges provide gigantic income for carriers with near zero ad on costs and as the EU example shows, without a massive regulatory pressure nothing will happen, certainly not in the countries where Google does not deploy the service.

Depends. Hutchison/Three's free roaming deals are off its own back - mostly in countries where they own a local network, but also in countries where they don't (for example the US). Not sure how they negotiated with AT&T/T-Mobile to make that happen

They've chosen to forego that revenue without any pressure, although the decision would have been made easier for EU countries. Just like (in the UK anyway) they have been leading the push on cheap data, driving 3G coverage levels up (two of the networks here are still likely to only have GSM/GPRS in non-urban areas, Hutchison's network will give you 3G)
