Personally I don't see how this law will stand up under the supremacy clause of the Constitution. If EarthLink or AOL challenges it as inconsistent with relevant Federal law the state legislation's going to get smacked down.
This is just SBC using another channel to put pressure on the FCC and the U.S. Congress to get things the way they want.
