I just did rebooted and nothing changed, *.dat file was back in the Temp folder.

But if you haven't determined what is creating it, it will be back. You can delete the one that's there, but then when you run whatever program creates it, it will create a new one.

If you think it's SNMP, then do you want to be running SNMP? If you don't, then turn the SNMP service off (computer management, services).
