They sent someone over and switch my modem after checking a million other things first and found no solution. Here is my speed test: 2002-06-19 17:26:57 EST: 2206 / 350 Your download speed : 2206409 bps, or 2206 kbps. A 269.3 KB/sec transfer rate. Your upload speed : 350058 bps, or 350 kbps. Seems like broadband .. above the 1mbit barrier!

They kept giving me excuses about how the problem is with the signal in my area being to weak and thats why I'm getting a poor connection and they wouldn't swap my modem. But now my signal is fixed and I'm still getting a crap connection so I guess they were out of excuses and had to give me the new modem.
