Same problem at WSU as at Stanford. They don't block the ports, they just significantly limit bandwidth and restrict the volume of information that can be sent (hence the 128k). It sounds like RR is implementing the same technique to "conserve bandwidth" as many schools around the nation.

I personally think it's kind of odd that they seek out the service that people use the most and try to block it. One thing you can do that most people use at WSU, pay about $3/month to use some remote, high-bandwidth proxy server.

This is also why they are considering going to a tiered pricing scheme....so make a choice...pay the cash of hog the bandwidth....they will get one way in the end. They used some statistic that like 10 percent of the users required 90 percent of the bandwidth....

Yeah I thought with Comcast it was less than half of 1 % of the users use around 80 % of the bandwidth or something like that.

TW/RR is NOT going to a tiered pricing scheme. That comes from very high up in Time Warner Hawaii. They can't afford to go to a tiered scheme as their cash cow (which is beleaguered at the moment) is their AOL dial up customers. They make money off of the dial up customers, but just break even, if that, with the broadband customers. So TW does not want their dial up customers moving to tiered broadband.
I was just told that I can eat all the bandwith I want every month and that is just fine with RR. I was not to worry. I don't do P2P, but I do play Netscape Radio 10 hours or more a day every day. I was informed that TW Hawaii RR doesn't in any way track how much bandwidth we use. They can only see the bandwidth used since the last time the modem was synched. So, if you pause your modem over night, every night, they see only the bandwidth used for that 24 hour period.

I have a similar problem with Winmx, and I use RR, i Live in South Texas, Corpus Christi to be exact. I use WinMx 3.22, but it started when I was using 2.x. I had been using it for a while, then all of a sudden speeds reduced greatly. Some how I believe they are limiting the upload ability on certain ports. I believe they are trying to be sneaky, and rather thatn just blocking it they are making veritably unusable. I though maybe it was a proble with my os or comp till I started reading around. I have seen some others, like you, who are having the same problem, the speed for my upload will jump down to .13 k/s, methodiacall, and I will get up to 10 users and each will only get .13 k/s even at 1 user same result. I pulled out almost all of my hari trying to tweak every setting but to no resolve. It is my strong belief they are trying to mess with people using these common ports for file sharing.

I am trying to figure out how to bypass it, any help would be appreciated.

Been using Austin RR, and I've had this problem for about half a year, and have seen others with it.

I can confirm that the 1214 port scans happen.

I can also confirm that there's a 128 kb upload limit for FastTrack p2p, after which its shut down for some length of time, disabling any uploads or anything else that sends stuff upstream, like searches.

Given the symptoms matching other users who've done significantly more research, I conclude the problem is real, and the people who have done the groundwork I haven't have reached the correct conclusion: that we're getting screwed by Time Warner.

I'm an AT&T Broadband User - Sacramento, Ca.

Same exact thing happening with me.

Maximum 5Kb/s transfers.

They won't admin it. Must be a bandwidth throttler.
They allow the connection, but only 5Kb/s

Same thing as mentioned above. Everyone I know that is using AT&T is having problems with Kazaa. Yet Limewire works fine. A few people I know have called at&t and they say everything with their "connection" looks fine. I am CCNA certified and very familiar with TCP/IP and yes they are not "blocking" users but they are clearly implementing some kind of filter to limit bandwidth when using this program. This goes for Morpheus and Grokster (both Fastrack network) as well. I've tried them all. If anyone else is with AT&T, we need to call and complain over and over. This isn't cool at all considering the price we pay for high bandwidth. What's the point if you can't fileshare? It's just weak. If they get enough complaints then just maybe we might get somewhere. Someone needs to threaten class-action lawsuit like someone mentioned in an earlier post. Can you tell I'm upset?!!

Yeah, I went on chat with AT&T Broadband's 0nline tech support, one of the five techs I connected with said that there were 'rumors' that AOL/TIMEWARNER or RR were filtering the ports as mentioned to the Sacramento users. AT&T Changed their network in the Sacramento are the same time this happened. They are probable getting bandwidth from AOL's Network now and that would explain the Fastrack Clients not working in the Sacramento area.

I would like to get DSL now, but live to far away...

I would like to file law suit, but just what the heck could we file suit for?

Everyone I know on Broadband here is having the same problem. When I hook my PC to a DSL line, it works fine.

KnightMaire, you ought not to put your e-mail address in plaintext in a web forum. The reason is that spammers have means of harvesting such plaintext e-mail addresses from web pages. Then your e-mail address ends up on some spammer-CD and you get a box full of spam eventually.

This is why many of the addresses you see here on DSLR have been edited by the poster. If you really want to post an address in a public forum, I'd suggest spam-proofing it somehow (that is, introduce some means of foiling harvesters, such as adding spurious characters or spaces. Eg.: edited @ attbi.com might possibly work. Note the spaces before and after the "at" symbol. I believe that the old [nospam] standby has been circumvented by spambot programmers by now.

I hope you don't mind my little advisement...

Can I ask you a question? Why, on earth would they use some type of application to perform port scanning of port 1214 on the hosts on their networks, essentially adding more traffic on a network that they wish to eliminate excessive traffic on?

The fact that they can add

access-list 101 deny ip any any eq 1214
Interface ATM0:4.234
ip access-group 101 in

to their access routers (the ones closest to their customers, to eliminate the traffic from their backbone) would stop it all together.

My point here is... Add 2 lines of code to a router (the one specifying the interface is already there) or go out and buy (or worse, try to code it yourself) an application that does port sniffing, and then have it use some type of hooks into the IOS of the routers, and telnet and apply quick blocks into them. This type of activity is actually easily done with apps like SNORT, Cisco Netranger, and other IDS apps, but the point is why. If you want to block access, then block it altogether, not only when you see it.

You're fooling yourself if you think they want to work that hard to stop something that two lines of code can fix. Add those two lines into a text file, write a little perl script, have that script look into another file with a list of all of your routers, and boom, the access-list is applied all across your network. I use this scenario on a weekly basis with over 300 routers and 1200 switches, and it works well, and takes me (personally) no time at all. better yet, make it multithreaded, and it takes less time.

Are you using a router at all? The reason I ask is because I had similar symptoms with the SMC7004ABR router for 1.5 yrs and the problem was poratic. Some days it was great and others the connection was unbareable. I ended up getting another router and the internet is a friendly place again
