i am a kazaa user at a major west coast university -- typically serve 500Kb/s out on kazaa and irc.

I've seen this behavior with people uploading from me... 128K and then stop -- + downloads that will zip along at 16/20/30 Kb/s then slow to 1/20.5 Kb/s and crawl.

Same problem at WSU as at Stanford. They don't block the ports, they just significantly limit bandwidth and restrict the volume of information that can be sent (hence the 128k). It sounds like RR is implementing the same technique to "conserve bandwidth" as many schools around the nation.

I personally think it's kind of odd that they seek out the service that people use the most and try to block it. One thing you can do that most people use at WSU, pay about $3/month to use some remote, high-bandwidth proxy server.
