What do they mean?

They struck a deal? I thought opening up to competitors was part of the agreement to merge AOL and Time Warner. Isn't that what they were supposed to do from the start? This isn't exactly all that positive. It's more like expected. We'll see if Time Warner/AOL continues to "comply" to the FTC guidelines elsewhere.
