my 28.8 was better than cox cable internet i did a test during peak time and i would get 28 upload and 4 download. i couldn't even check my e-mail because i would time out. i cancel after two weeks i talk to the tech guy and they said they not going to see speed improvement until they upgrade to fiber optic. this was like one or two years ago look like they still haven't fix the problem this was at Centreville, VA
