Thats how wacky it's been for me lately, I just did these tests, 3 on each, and they're so inconsistant... Its not just speed tests, but downloads from a local university which always yielded 150KB/sec+ now fluctuate between 90-120KB/sec with serious spikes... GOD DAMN ROGERS! And since its a best-effort service, they have no obligation to do absolutely anything, even though i'm getting crap service. |

Apart from the third one to Boston, I'd call those highly consistent results.
Remember you're only downloading about a relatively small amount of data, so the slightest traffic glitch along the way is going to have a big impact on speed tests. +/- 10 to 15% on speakeasy tests is quite acceptable.
It's certainly on the slow side, I'll grant you that ... but given the time of day you took those tests, I'd say it's probably not too slow. It would be interesting to see some of the off peak speeds.
The speeds are definitely not slow enough to get Rogers to do anything about it. They won't touch it when you get speed tests that are over 50% of the cap.
Also, try doing a speed test by downloading something from Tucows using their look.ca mirror site ... and pick something that will generate 5 to 10 MB of traffic at least. Look at the speedgraph on DUmeter. See what that looks like.

The thing is, when they imposed the cap, I had consistant 1200kbps+, and it just keeps getting lower and lower... Very rarely I get a result of over 1200kbps or even close to it for that matter these days. I tried tweaks but it doesnt affect anything. Off peak its the same. not much difference. And I did try downloading from tucows, as well as university of toronto (i used to pull over 1MB/sec off this with Shaw) and the speeds are spikey, often dropping to well below 100KB/sec... I don't do any online gaming these days so I cant tell you how stable the pings are... And that upload drop spike every 1 minute is still bothering me... |

Same here HiVolt, and I'm sure we number among the many. When Roger's first imposed the caps I was getting very consistent download speeds ranging; 1100-1250dn the uploads for me has remained very good at 180-185 but as of the last three weeks or so my download speeds have been all over the place. During normal hours I now range; 930-1197 and during peak hours, evenings and weekends am now averaging; 440-860 which is very poor. I hope this is not a sign of future deterioration in service. I've tried powerful tweaks also without any noticeable differences in speeds which leads me to believe that Roger's may be manipulating or haltering the caps as per network congestion, subscriber complaints and demand. |

There is something about the way the caps work that really doesn't seem to work properly.
One would think that if you got 2 MBits/sec on a 3 MBit/sec cap, that you should get 1.5 or pretty darned close to it on a 1.5 Mbits/sec cap, but it doesn't work that way ... you'll get instead 1 Mbit/sec.
Part of it, I can understand ... your acknowledge packets are slower getting back to the sending host, so they are effectively automatically throttling your speed back.
But I agree, it's frustrating.

Yeah no kidding. I used to get a very steady 2200+ down before the caps. Now its all over the place not even anywhere close to 1500. Partly to blame is the reduced and crippled upload speed I think, as the acknowledge packets have to travel back to Rogers, and if you're trying to download at high speeds, these packets have a hard time getting back... Another possibility is that Rogers isn't full duplex, like Shaw used to be for me. With shaw, I could use my full available upstream of over 125KB/sec and still download at 600KB/sec+ without any loss of speed on either transfer. Since Rogers took over, they've switched it to half duplex, and if I send anything at my max upload speed of 20-22KB/sec, whatever I'm downloading at the time will drop to a pathetic speed, sometimes slower than the upload itself! |

I can understand not always receiving a stable near capped speed of 1500/190. When the caps were at 3000/380 I was averaging around 2200-360 but why can't Roger's stabilize their nodes and lines to make it more consistent and closer to what in my case would be more acceptable say like 1200/180. For me, the evenings and weekends are the only times when the download speeds are always unusually very slow when compared to other times.. [text was edited by author 2002-09-04 11:21:04] |

It's interesting to look at some of these plots and look at the spikes up and then spikes down ... it's almost as if it's saying "I sent that way too fast, so I'll slow way down for the next packets!" |

Yeah, you can see they all peak pretty close to the maximum, 180KB/sec is very close to 1.5mbps (192KB/sec would be), but then it studders down, spikes, etc... Rogers is doing some weird throttling. Like they're crippling it in some way so we don't get consistant results... |

My sentiments exactly, perhaps they are performing tests and experimenting to determine the effectiveness of their multi-stream packet feed control throttling equipment in preparation for their upcoming data transfer caps i.e. Cable Modem Termination Systems (CMTSs) in conforming to the Data over Cable System (DOCSIS) Standards. Looks like the old rehashed version of the DOCSIS Baseline Privacy Plus MIB. |

My feelings are that if Roger's chooses to go full steam ahead with this model that probably all the existing modems will need to be replaced with the DOCSIS by next spring for the purposes of consistency, performance, efficiency and of course control. Then it will probably eventually come to pay as you go or should I say as per monthly data and speeds used. |

I hate my inconsistency. I notice that when I'm downloading files it usually starts fast and slows down. I'm thinking that's probably the "MaxRateDown" function in the DOCSIS config file. I'm also noticing slower page loading. My Rogers days are coming to an end, I can feel it coming! |

HiVolt, Since you're on a TeraPro, I suspect that you've got a TeraLink CMTS card that is hardware capped for download at 6 times the upload speed. (I gather there are cards that are 4,6,8 times). The hardware capping overrides the software cap.
So, in reality your download cap is not 1.5 Mbits/sec but actually 6 * 192 = 1.152 Mbits/sec, which explains your speeds.
When they implemented the caps on me when I had the Terayon, I had a 4 times cmts card ... so I had a cap of 768 K which gave me a flat out speed of about 750K, normally about 700K.

I don't know if that's really the case Stuart... I do ocassionally get 1200+, but its rare, so I don't think that I'm limited in this way. It used to be very stable 1200+ when they first implemented the cap, but has since deteriorated to pretty inconsistant results. |
