Oklahoma ran all the CLECs, for all intents and purposes, out of the state so SBC would make the investment in the state, but SBC isn't making the investment they claimed they would. Ed Whitacre sounds like Dick Gephardt sometimes...both say eliminate their enemies and give them positions of autonomy and they will do grand things for you, but both are full of krapp.
