Your BGP situation

It appears that anywhere through AT&T 7018 is not routing anything for AS5006 internally ok.

Looking at how onvoy (5006) is routing from other locations, i would call up onvoy and give them a rundown on their problem and tell them they need to fix their routing with AT&T. Its way not your problem, as you don't have direct connectivity with AT&T.

All the routes I can find with 7018 do run through 5006, so Onvoy should be calling up AT&T and telling them to fix their problem *as a customer*.

Personally, AT&T is going to ignore you unless your a connector. In most all cases, your non-routability is the fault of a connector or a bgp misconfiguration on either then end ISPs point or your point.
