I was discussing a broadband connection for a new home near mine with its builder when he corrected me, claiming that the cable his guys had pulled throughout the home was "5CAT, not CAT5"

CAT5 is just an abreviation for Category 5. It's not a 'type' of wire but rather the way the wires are overlapped at the connector.

There is also cat 3, 4, etc

I have one model that states I should use a "cat of 9 tails".
What kind of cable is that?

Yes, it does. It covers the wire size, how the conductors are twisted, how the pairs are twisted, how 'loose' they fit in the jacket, and a lot more.
