Also, read the Tauzen-Dingell Act (HR 1542) which passed the HOR but died in the Senate, because it is the template for their current strategy. Also, follow the argument for dismembering UNE (Unbundled Network Element) provisions of TA1996, and you will understand. RBOCs welcome competition.....uh, no.
