could be true - a lot of lines went into smaller companies with 2-32 sized networks. Most residential households must even average at 3.5 customers (you, your spouse and 1.5 kids)..
and they (CIBC) suck for banking too most of the time. Twice my account got screwed with a false $500 deposit and then the bank found the error and corrected it, lucky I did not go spend any of it otherwise I would have gone in the hole. My mom had this happen a few times to her and she did end up spending the money they screwed up in putting it there and later got nailed real good in the a**. Next day she switch to Royal Bank which has not errored once since she got the account three years ago. So I can easily see CIBC acting like an idiot with this issue.
