When the FCC, FTC, DOJ, etc. reviewed Comcast's purchase of AT&T Broadband, Comcast already had in place for their existing subscriber base a dual rate system where one rate was for CATV customers and a second rate was for non-CATV customers. While application of this approach is new to former AT&T Broadband customers is new, Comcast's approach of charging non-CATV customers a higher rate for Cable Internet is not.
