Re: Hardware based VOIP service providers list. Are you referring to an incoming phone number with Canadian area code?
For outgoing calls to Canada, you can use Vonage.
Deltathree also includes Canada in it's monthly plans for outgoing calls.
I'm going to try and add to the list.
