For viewing images I use Windows Picture and Fax Viewer .

For editing images I use Adobe Photoshop 7.0

Irfanview, it is free and works very efficient. It also uses very little resources, a very nice prog.

ACDSee. I almost gave up on them when they came out with 4.0, it was a resource hog beyond belief. I stuck with the 3.1 version until 5.0 came out and it's been great.

Irfanview here too! It's fast on loading for quick image viewing, and i associated all image files with Irfanview - love that squashed-up red cat icon! For more detailed image editing/creating, i use PaintShopPro7 with AnimationShop.
