Where to get Worldcom/Cable Buster

I am moving to Columbia Maryland, and the Cable Buster deal looks great. I don't have a phone number there yet, but I tried to prequalify some of my neighbors at britsys.com, and Worldcom came up as failed. But I see people on DSLreports from Columbia that are using MCI/Worldcom as their CLEC. So, is there anything I can do to make sure that I get a phone line that I could get the Cable Buster through? It looks like my closest wire center (according to dslreports) is CLMAMDOB, which is about 7000 feet away, so that should help.

The CO you listed in Columbia (CLMAMDCB) is a little further from me, so I doubt the phone company will assign me there. I looked at the people on my block, and one phone number is assigned there, but the rest are not. According to dslreports, it's 11300 feet from my house, but that's just an estimate, and looking at a map it looks a little further. I wouldn't want to ask the company for a phone number from there, only to find out that I was too far from the CO and couldn't get DSL at all. Oh well, I've heard good things about you guys, but I'm not willing to pay $87 for your Covad service (well I might be, but my wife is another story). Thanks for the help.

You may want to try Earthlink 1500/128 with static IP for $65 ($50 with PPPoE) as they should be in that central office.

Speakeasy.net is also an alternative fo Covad 608/128 with static IP, we offer is but only as PPPoE for $47 a month - its not listed on our website.

When I check DSLR for CLMAMDOB (the CO close to me), it lists a positive report for the Rhythms network. I was under the impression that this was the same as MCI/Worldcom. Am I just confused about this?

It may have at one time had Rhythms equipment in it but that equipment was probably pulled due to lack of demand in that area.

Rhythms shut down a load of CO's across the US before their bankruptcy, that may have been one of them. Worldcom did not purchase all the installed equipment, i beleive that some was abandoned by Rhythms due to removal costs.

On DSLs side, one has to understand current DSL intra-model competition rules in order to understand the differences between DSL providers and their resellers. It is unlike cable Internet where 99% of cable franchise territories in the United States do not have any intra-model competition.

ADSL is an add-on service on POTS (plain old telephone service). The telephone lines from CO (central office) to your telephone have always been and still are own and operate by ILEC (incumbent local exchange carrier) -- Verizon in your case. Everyone else wants to provide you DSL or POTS must pay the ILEC to utilize the line from CO to your location. The price others have to pay ILEC is with FCC (Federal Communication Commission) approval.

DSL intra-model competitions are limited to CLEC (competitive local exchange carrier) such as Covad and MCI. Other than that there are many ISPs are simply resellers such as EarthLink is ILECs and Covad reseller, and Speakeasy is a Covad reseller. Resellers just resell at least one DSL service from ILEC or CLEC with the exception of providing their own technical supports, mail, news and/or authentication [for PPPoE (Point-to-Point Protocol over Ethernet) that requires authentication log in like dial-up as DSLs providers like BellSouth®, Qwest, SBC, Verizon in ex-Bell Atlantic territory only, Covad and EarthLink are using by default] servers. Few resellers use their own backbone Internet connection such as EarthLink and DSLextreme.com which can have congestion even your ILEC DSL is fine.

ILEC resellers generally resell identical speeds levels with same or higher prices while CLEC can and do offer different speeds levels from ILEC. In many cases, even resellers' prices look like same as actual providers' including both ILECs and CLECs, they actually are much higher as resellers may add Federal Universal Service Fund (FUSF) and/or state taxes as extra.

Verizon Online DSL:
1536 down / 128 up kbps: $34.95 with first month free if you order online but there is a one-time $12.95 shipping and handling fee for the DSL modem and self-install kit. If your wire length is more than 12,000' away from CO (central office), you will only be provisioned at 768 down /128 up kbps for same price. Furthermore, If service is cancelled in the first 12 months, return of modem is required or a $125 equipment fee applies. Regular voice telephone line and service from Verizon is not included but required.

Getting ILECs (incumbent local exchange carrier) DSL services from a reseller like EarthLink DSL is available to most DSL serviceable locations but with only basic and/or mainstream speeds level of residential DSL service from ILECs or Covad which customers have no say as to which one to provide the DSL service. One-year contract is always required. EarthLink does block port 25 and filter SMTP (Simple mail Transport Protocol) and NNTP (Network News Transfer Protocol) to the Internet. Therefore, using their SMTP and NNTP servers are always required. Furthermore, starting July 1, 2003, EarthLink will charge tax(es) as extra.

As to CLECs, all following providers are available nationwide in many ILECs DSL serving areas:
Covad Communications Company:
3072 down / 384 up kbps (TeleSoho): $149.95 with one(1) fixed IP address

1536 down / 384 up kbps (TeleSoho): $69.95 with one(1) fixed IP address

1536 down / 128 up kbps (TeleSurfer Plus): $49.95

384 down / 128 up kbps (TeleSurfer LINK): $39.95

One year contract is always required. There is an early disconnect fee of $250.

Furthermore, getting CLECs such as Covad DSL services from a reseller like Speakeasy, Inc. usually cost a lot more (on top of their already higher rate, they add 9.1% USF plus state taxes as well which most providers do not charge any extra), but may have advantages inconsequential to most, but may be important to others such as only place one can buy Covad 3072 down / 768 up and 1536 down / 768 up kbps ADSL, offering static instead of fixed IP address for $10 on top of their already high base rate. Another example of Covad reseller will be AT&T Worldnet DSL Service:
1536 down / 128 up kbps (Preferred Plan): $29.95 for 3 months, $49.95 thereafter.

384 down / 128 up kbps (Standard Plan): $19.95 for 3 months, $39.95 thereafter.

Installation kit is $149. However, by submitting Rebate Form timely, you may recover most charges for installation kit back from Covad or its agent as applicable taxes and fees will be based on the full price of all products and services, and no tax or fee will be added to any rebate. All plans come with 20 hours dial-up access.

One year contract is always required. There is an early termination fee of $200. However, if you are first timer to cancel within first 30 days, neither early termination fee nor monthly fee will be charged. Of course, DSL modem must be returned and no rebate will be sent.

AT&T Consumer Local Service is neither required nor supported for any ADSL. In fact, your POTS (plain old telephone service) must be provided by ILEC from BellSouth®, Qwest, SBC or Verizon.
