When all is said and done, you can bet that corporate layoffs and budget cutbacks will be to blame. Why do you think Mr. Corporate himself George W. is nowhere to be seen. This is what happens when we have an economy that basically eats itself. There isn't enough of a "profit margin" in keeping the power grid strong enough to avoid situations like this.
