here is my tweek test result
Example 146000 byte download
Actual data bytes sent: 146000
Actual data packets: 102
Max packet sent (MTU): 1482
Max packet recd (MTU): 1482
Retransmitted data packets: 0
sacks you sent: 0
pushed data pkts: 15
data transmit time: 0.735 secs
our max idletime: 68.4 ms
transfer rate: 114525 bytes/sec
transfer rate: 916 kbits/sec
This is not a speed test!
transfer efficiency: 100%

this says its good but my download speed ant good

Looks like it's your RWIN not your MTU.

what is RWIN and how can i fix it

Read the README2K.HTM about how the MTU does not change if you leave it to 1492. It only changes if you change it to something else....

"NOTE: This option will only "stick" if you enter an MTU other than 1492. If you only check the checkbox, but leave the MTU at 1492, the protocol will recognize the default value and clear the checkbox the next time you open the properties dialog, because the MTU was not actually overridden."

wuts the max RWIN i can put for my connection i am on win 2000 and using a 3meg connection adsl rasppoe

Your tweak test will tell you that.
