AFAIK, unless something changed very recently, VZW is now provisioning "free" Express Network (aka NationalAccess under the new naming scheme) only for customers with camera phones, and only for use with the camera feature of such phones. "Free" EN was provisioned on many accounts for awhile but VZW wised up and apparently put a stop to it. :(
