In Windows XP
Search for the good MSHTML.DLL (as mentioned by R2)
Copy that one to the following folders
C;\windows\lastgood\system32
and
C:\windows\lastgood\system32\dllcache
Then re-boot
That should fix it for Windows XP.
If anybody else has a better way...let me know.
The above fixed it for my laptop and the scroll bar to the right woks properly.

I don't have "lastgood" directory in c:\windows, perhaps because I've turned off system restore. I searched the entire drive for mshtml.dll and there are two of them, in c:\windows\system32 and in c:\windows\dllcache. Both have version number 6.0.2800.1276. The scrolling problem is still there..

Tablet -- I don't have any answer. It worked for Win98 and I have no way to test WinXP. Hopefully others will get a solution...
