Why would you verify by ip ? Dont you think there a more intelligent way ?

That is my point. There is not a way currently. It is unrealistic. You use the Internet, its anonymous! All you can do is track me by my IP address. How do you know the IP is mine? I may be spoofing it? How do you verify my identity? You can't. How can you verify my identity? By SS #? Hell no. The Internet wasn't designed with identity theft protection in mind. Get back to me when you have a solution.

First you arent a creative thinker, second there are many solutions that can be implemented. Third, why is dependent on IP address, idenitity theft?

I may not be creative in the way you think but I work in the industry and know what you are talking about is a wholly expensive task that just ain't gonna happen unless if, and this is a very big if, the government provides some $$$. I just feel the email tax is not the way to go about the spam problem. This is like taxing matches because you can burn someone's house down with them. Everyone shouldn't suffer for what a small group (spammers) does. Go after the offenders, not the whole.
