Connect to www.co.essex.ny.us from Westelcom

I am having trouble connecting to »www.co.essex.ny.us from my DSL modem. I can connect to it from any other isp. I am trying to determine if it is Westelcom or my home network (of course I think it's Westelcom.)

If you are replying, please let me know how you are connecting (DSL, Dial-up) and what city you are in.
