Yes, cable is a regulated industry by definition - the gov't had to grant rights of way for the cable runs through the streets... As a regulated monopoly, it's only appropriate that the gov't to ensure competition for services on top of that cable. Regulated competition can work - I pay 2.5 cents a minute to call China and the UK as a result of such competition.
